The Republicans control the Executive and Legislature right now. That's exactly how the everyday American who doesn't closely follow politics sees it. The Republicans have the power to negotiate. They even have the President that had The Art of the Deal ghostwritten for him.

Part of the House's job is to read the room and send the Senate something they'll actually vote for. That hasn't happened yet.

They didn't offer a clean CR, though, no matter what they claim. That is part of the problem.

there are all sorts of things that used to require 60 votes. THIS GOP senate has already changed that rule several times. So why not here too? They COULD do it if they wanted to.
