The only ones that don’t “count” are the free interns, and even they incur costs.

Nice try but DOGE and MAGA care zero about specialized expertise. This is either some sort of politically protected position or an acknowledgment that agencies actually need staff.

You probably have relevant experience. They prefer to hire people who don't know what they are doing.
