These positions haven’t increased in number, rather they rotate people from external firms to provide different points of view and keep industry knowledge and exposure current in their work so they are not working in a vacuum. These positions have worked this way for many decades. The SEC was given targeted hiring authority around the time of Dodd-Frank so not all positions can be found through a USA jobs search. These are for highly specialized positions where the Agency may receive many applications but few will be best qualified.
