The SEC has a professional accounting fellowship in OCA that doesn’t last more than two years or so. These positions haven’t increased in number, rather they rotate people from external firms to provide different points of view and keep industry knowledge and exposure current in their work so they are not working in a vacuum. These positions have worked this way for many decades.

The SEC was given targeted hiring authority around the time of Dodd-Frank so not all positions can be found through a USA jobs search. These are for highly specialized positions where the Agency may receive many applications but few will be best qualified.

Nice try but DOGE and MAGA care zero about specialized expertise. This is either some sort of politically protected position or an acknowledgment that agencies actually need staff.

This doesn’t mean they are hiring. This means internal transfers and promotions of people already working there.

The only people coming from the outside are political appointees heading up divisions/offices, which happens with every election whether or not there is a change to the political party in the White House.

I doubt there will be another fork, there are already plenty of people leaving and if they just wait they will invariably hit whatever attrition goal they have. Maybe another VERA since they requested authority through the end of the year.

No. This is not a “hire.” These are fellowship positions for the fellowship program in OCA. It’s not the same thing. These are currently and have always been exempted from any hiring freeze. They do not increase headcount at the agency.

Are they paid out of sec budget? Get benefits? Have offices? Subject to ethics and other employment conditions?

But they’re “exempted from any hiring freeze”? Sure.

Here’s a brilliant idea: create a 15 year “fellowship” and say they’re all exempt from hiring freezes and don’t increase headcount. [insert meme of RV slapping his forehead and yelling. “Doh! Project 2025 foiled again!”].
