I'm trying to bend the facts to suit my belief that public schools must be made into prisons. If they become so awful, more people will support vouchers and school choice which is what I really really want.

Reminds me of the Damascus locker room rape. The main perpetrator was on his third school due to behavioral issues. MCPS used to have a school for problem students (Mark Twain in Rockville), but they closed it down. A certain race was overrepresented in the enrollment there, though I'm not certain that was the main reason for its closure.

THAT is indeed on MCPS. Don't just move troubled kids around to the next school. Move them to a special school where they can get the help they need.
