Are they, though? Ivanka and Jared were officially on a US payroll, or were they working for free? Serious question. Did they go through the Gov hiring process?

Now you are being silly.

Op, it's unethical because your DH loses his impartiality when it comes to this contractor. Your son has nothing to do with official duty and allowing his contractor do his bidding, violates that. Impartiality can be real or perceived, it does not matter. His contractor might think "he owes me a favor" or your DH might think "I owe him a favor"... Even if they don't, it doesn't matter because perception is that they both do.

934 here. Let me just add... Not sure why you are asking this for your DH. As a SES or a fed at any level, he should know this. If he doesn't, he really shouldn't be sitting where he is sitting.

Are you aware of the revolving door at the Pentagon or Federal Agency?

Will he be a contractor or an employee? There are different rules for each.
I've seen this scenario play out where another employee blew the whistle and said they were denied a promotion. The people who got in trouble were the hiring managers, not the person who was hired.

A fed who overseas a contract getting their kid a job through that contract is unethical no matter where the kid is placed

OP here.  That exactly will happen.  DS will be interviewed and working as a contractor with a different Federal Agency.  That is not allowed in the government?  It happens all the time in the private sector and is called networking. I guess I am new to this government thing.

The private sector has ethics rules, but government ethics rules are federal regulations and US code. Those two things are not the same. People have gone to jail for getting relatives hired by contractors they oversee.

This. A contractor can’t buy an SES a gift. This is the same - providing something of value to the SES personally.

OP - do you think the contractor would do this for your husband if the contractor didn’t do work with DS’s agency?

I’m a contractor and never had COR training, but I kinda wonder if DH has an ethical obligation to report this offer. It’s tantamount to being offered a bribe.

I have seen this (and similar but worse things) happen on many occasions.

Personally I don’t think it is the right thing to do and I do judge those who do it.

The best answer is to check with the agency's Ethics Officer/ Office, which may be located within the General Counsel's office (or not). That is the only opinion which matters in this case.
