OP : so he’s a majority student from a large local instate high school, full IB, solid ECs, 4.4 weighted GPA, and not many honors. He worked so hard this summer to bring his score up. I hate telling him he should go TO.

He shouldn’t go test optional. You should submit any score over 1400 to UVA.

I would definitely submit instate in Virginia. Admissions are strongly based on grades, and those tests scores are high enough to help.

My son submitted his 1430 score (780 Math and 650 Verbal) even though the verbal was below 50th percentile. He is planning to major in engineering.

My DD submitted with a 1440, 4.4 legacy OOS. Applied early, got deferred then waitlisted. Never got in. Hope you have better luck.

UVA does not use ED as most other schools do; only go ED at UVA if you have outstanding stats across the board.
