You don't shoot people in the leg. A) it's very easily lethal and B) it's much easier to miss and shoot someone behind the person.

If you don't have an immediate claim for defense of the life of yourself or others, you don't shoot at all.

If they had her saying threats or obscenities at ICE they would release it. I don’t think that is the conversation that happened.

They were asking for confrontation and they got it. At least her family now knows the murderers identity.

Dept. of Justice policy prohibits shooting to disable a vehicle.

Unless she is trying to kill someone, you can't shoot, you have to chase her like they did with OJ Simpson.
