Age/lack of profitability/environment are all factors well within the control of the government. Since Obama, the govt has shifted away from subsidies from traditional energy sources in order to invest in green energy. Without subsidies, investing in energy sources, especially politically controversial ones like nuclear or gas, isnt profitable. These companies will just rely on their existing power generation technologies until they hit end of life.

I work for a think tank that focuses on energy policy and this is the main culprit. The refineries can't ramp up fast enough.
