In 1983, did everyone collectively come together & decide to stop wearing polyester clothing?

No, there are polyester jumpsuits in that catalogue. They even named them "Traditional Jumpsuits!"

My grandfather wore jumpsuits like that in the early 70's when he was working in the yard. But he died in 1974, and I never saw anyone else wear those after. I *never* saw anyone wear jumpsuits like OP posted.
