Stating the obvious here but no rule is going to suit everyone. Maybe moving the lawn at 1 PM on a Sunday afternoon might suit OP but it could disturb another neighbor's outdoor brunch! And OP, what morning hout is acceptable? 10 AM? What's with the extra hour?

You know if the neighbor mows his lawn every Sunday at 9:05 AM, the law is on his side.

When you really are in trouble and call for help the police knows you are the nuisance neighbor

It sounds to me like the difference between a 311 call and a 911 call.

OP, I understand what you're saying. When I lived off Dupont Circle, I couldn't stand the noise of firetrucks - I was in their path I guess of leaving a station. I mean, seriously, how dare these people have emergencies and such when I'm trying to sleep. It was so grossly inconsiderate. I mean, I got up at 5 am, who did these people think they were with their fires and other crap going on at 9 am - 9 AM I SAID - on a weekend? It's completely insane.
I'm much happier now. I live on 10 acres of land with a no-fly zone over my head so no noise infiltrates my sacred space. You should try it. I had to get rid of the kids, but so what. My Sunday mornings were way too important to me.

Sometimes I ask the neighbors if I can use my push mower to mow their lawn as well, joke's on them because I burn more calories! AND I'm not loafing around the house getting fat or being unproductive.

Push mower pp here: forgot to mention that I although I have a weakness for sugar and chocolate and I can have weak willpower sometimes, I am 5"2" 102lbs. Early riser though!
