Yes he was. He was trying to interrupt Biden.

Biden was interrupted constantly- but only one person arrested, the Gold Star Dad.

The other guests who disrupted the SOTU either ceased to do so or left when Capitol Police asked them to stop. Nikoui did not stop when they asked him to. That's why he got arrested and the others didn't. Capitol Police escorted Nikoui, 51, out of the chamber around 10:15 p.m. and took him into custody.

He walked out himself. He didn’t continue to protest.

Your link says he was escorted out by police. And again the Capitol Police released a statement saying they asked him to stop, he didn't so then they told him he had to go with the police and leave the gallery. That video picks up after they had already asked him to stop yelling.
