Maybe read your own tweet. Austermuhle says that Yglesias isn't "totally accurate" and then notes there are 2 bills, both with would remove some power from mayoral control. Which is what Yglesias is talking about -- "a shift away from 'mayoral control'".

Mostly Austermuhle seems to be quibbling with phrases.

Probably what would be more helpful than examine what Austermuhle or Yglesias say what the bills say is to look at the bills:

he’s not wrong. read the bills. removing OSSE from mayoral control and putting it under the SBOE is removing mayoral control. and of course - these bills are just prelude to more extreme bills. people with any interest in a functioning DCPS should testify against them.

ha ha well that is always the game when it comes to using governance to achieve your policy goals. however, I am still supportive of mayoral control. a single bad mayor can be voted out. a 5 or 7 or ELEVEN member board … not so much. I also believe the board structure is just inherently inferior as a way to manage a public service where you need to move quickly.

I’m a teacher and my problem is osse is a bunch of bumbling fools and so is central office. I don’t know that these bills would change much but you have got to have some independence. Look at Ferebee. He is an idiot. We all know this. Everyone knows he is Bowsers little minion. Maybe if he had to actually answer to anyone else else he would actually do his job? Maybe or maybe not
