Is la fitness or planet fitness a good gym to start with for building muscle?

I want to turn my skinny fat female body around. I had rolls even at 105lbs. Are these decent gyms to start with or should I be looking at better gyms?

They are fine, in terms of equipment. In fact, you can build a lot of muscle with no equipment (google "bodyweight exercises"), but it's easier with a variety of equipment, especially if you're new.

What's far more important than the specific equipment or exercises is that you actually go and do it - easier said than done. So choose whatever makes you mostly likely to go. It should have convenient hours and close location, and you should feel comfortable going. If it's a pain to get to, has hours that you have to squeeze in, and has a vibe that makes you uncomfortable, you're just not going to do it.

You can't target fat like that.

Better than nothing but you'll have more success if you get a trainer to give you a program to follow.

I don't like gyms because they make it very difficult to leave the gym. If you live in Montgomery county there are recreation centers with weights. It is free for moco residents. You can also take classes to help you learn which machines/weights to use. That way if you don't go you aren't feeling guilty.

What time of day would you be going? Planet fitness has a lot of different machines and is pretty laid back, so great for a beginner. But because it is cheap it is also really, really crowded after work until at least 9pm. While you can find a cardio machine, it can be really challenging to get on the weight machines. Which might discourage you from going. Plus the free weights often disappear as people move them and do not return them.

If you can go midday or are a night owl, it is a great starter gym.

I use the FitBod app (artificial intelligence) with a very basic gym. It gives you the option to swap exercises with equipment available.

I work from home and love going right at 830am after I drop off the kid at school. PF is incredibly empty at that time

This is when my husband and I go too, but closer to 8. I have no problem hopping on a treadmill but he often has trouble with rotating weight machines.
