No one checks him and no one forces him to do anything. Any power the Queen or Prince Charles had to criticize him went away after Diana died so horribly and at the fault at the Queen/PoW (not Jason Bourne style - they simply pulled back all of her security which effectively killed her).

Prince Harry was turning out the same way. Culminating in the January 2005 event where he showed up at a party in a Nazi outfit. The PoW immediately enrolled him in the Army that same year and by May 2006 he was deploying with his regiment. That straightened him out and he spent 10 years in the armed forces as a result.

A - It's not about the language primarily, its about preparation for an event in which you are the featured guest and orator.

B - Queen Elizabeth II is fluent in French as is expected of a monarch at the head of a commonwealth of nations where French is a leading language of the local population. Not to mention the diplomatic aspect of knowing at least one foreign language fluently.
