Do you remember that scandalous GSA conference back in 2010 where the GSA spent $800,000 for a lavish conference for hundreds of GSA employees. The people who organized that conference got into trouble as they should have and Congress decided that they would cut back on government travel expenditures. This was well-intentioned but it also made it difficult for govt workers to attend professional and academic conferences. The impact on govt researchers in particular was very deleterious.
