I am probably taking it and don’t care if it’s a scam and I don’t get paid. 5x week in person is ridiculous. I have not done that since 2006.

Legal based on what? There is much here that violates existing law. What is Congress doing to fund this program? I think your agency HR is being told they have to send those emails out or get fired, otherwise they'd provide more explanation.
