It does not. The car has to be registered in the name of someone with insurance. That can’t be Shahid since he didn’t have a license. His parents will be party to the civil lawsuit.
At 18, he could have had his own car insurance in his own name,
since he had a license with restrictions. Or it could have been his parent's car insurance.
This has been explained before on this thread. Permits in VA are not “licenses with restrictions”. They are a permit only.
In Virginia, you can register a car and get car insurance for your car when you have a "permit only" or a license with restrictions.
Fwiw, a regular driver's license is a license with restrictions, it does not permit you to drive a commercial vehicle or a motorcycle. You need a separate or additional license for that.
