Putin is a well known Germanophile, and it is rumored his kids reside/resided in German as they have for most of their lives at his insistence. He was trying to bring the two countries together through things like Nordstream. That's not incompatible with boomer USSR nostalgia.

Belarus is a puppet/ satellite, just like all the countries under Russian in the USSR were.

Putin did not just work for the KGB / Stasi, he actually ran the whole agency for a time.
