I keep hearing this but is it true? My understanding is the current CR gives Vought and Trump the power to reallocate spending as they see fit. So why would they need a new CR. Isn’t the whole idea to challenge impoundment and given the administration the ability to ignore the spending allocated by Congress? |

They could for payroll but that might be logistically challenging since pay might come out of program admin costs on individual program lines in some agencies or might come out of a central account at others or a mix of both. It would take some work and concerted effort for OMB to impound those funds or they could put a restriction on the apportionment that says they can use the funds for backpay but I doubt they would want to be that transparent-easier to challenge in court. An easier way would be for the CR to add a provision notwithstanding the current law, but no one, not even Rs would want that vote on record, so in reality is this is all bluff on the part of Vought and more empty threats. |
