I think it's highly likely that COVID hit him hard and everything coalesced to make him realize he can't do this.

Voters are having to deal with inflation, high housing costs, etc.. and to see illegal immigrants getting housing and food allowances makes them upset.
Heck even the leaders of Chicago and NYC are saying enough illegal immigrants.

New York Times online has an article about how his staff found out. He worked with two aides, one of whom drafted the letter with Biden. This started Saturday afternoon.
