The car is running so the keys are already there. The car could be stolen in seconds and nobody could do a thing about it. Do you really not understand how dangerous this is?!
It's locked and running. So she clearly has the keys with her, or has an extra set. I don't agree with what she's doing, but a carjacking is very unlikely. People take risks everyday. You risk your child's life when you drive them to dance class. And the risk of getting into a car accident is far greater than some weirdo stealing a car with kids in it. To me, it's just not worth calling the cops over.
The mother can see the car and she has her monitor. Not something that I would do, but not anything I would freak out about.
