Yes if your child is vaccinated. Masks are mandatory in MoCo, so everyone will be masked. Even with the breakthrough cases, it is very rare for a vaccinated person to have a significant illness (not impossible, but improbable).

Indoor ceremony or indoor party? For the ceremony, I would absolutely be comfortable sending a masked, vaccinated teen. Ask the parent about procedures for the party. The few bar mitzvahs I've seen thus far have been very cautious about Covid.
