What happens to unaccompanied minor immigrants who can't reach their relative?

Was reading a WaPo article on unaccompanied migrant children and saw this: "The refugee office of HHS is responsible for caring for the minors while identifying a family member, relative or another vetted sponsor who can assume custody. The process typically takes 30 days or more, and the HHS shelters are nearly at capacity, with about 8,500 minors in government care."

What happens if they can't find a relative or vetted sponsor who can assume custody? The article doesn't say.

The kids typically have contact info for the relative, and the relative is on notice when the kid is scheduled to cross. In short: they’re expecting the call, and sometimes they proactively reach out.

If the relative doesn’t pan out, they seek to identify another relative or close family friend.

Sometimes kids are actually sent back to reunite with their family in their home country.

I have close friends in immigration legal services and policy advocacy in orgs serving these kids. This is exactly what happens. Most kids come with contact info for the relative whose name they provide to the ORR-funded staff at the shelter where they are held. The US based contacts are expecting the call from the shelter staff. They have documentation proving they are the right person and confirming familial contact.

Sometimes kids are sent back properly (when no US based sponsor can be identified and foster care is the only option).

DP. So in other words, they make contact with a relative who is already here illegally, and then the child is free to go live - illegally - with the relative. Got it.
