It's a done deal, big announcement coming. Cut off data is accurate, I have a trusted source who worked on the presentation project in the head US Soccer head office. The ECNL Surf teams mentioned something about this to their parents at a game this weekend too.

Expect this rumor to be finished by 15 November.

If it is not going to happen, ECNL insider has already clarified the rumor. I think a decision will be made before club Dec. tryouts. Change to grade year will further increase the value of ECNL. I think they will do it.

ECNL is governed by US club soccer which is governed by US Soccer. All rules flow down from US soccer. The AGM for US soccer is in Feb/Mar time-frame almost every year. This means any change wouldn't be approved until then. No vote on this issue could happen until the 2025 AGM. The vote has to pass with two thirds majority from members. If the vote passes, it will take effect for fall 2026. If it's not on the agenda it won't happen anytime.

Is that what happened last time they changed to CY?

Seems like it wasn't known until announced on August 24, 2015 as part of a U.S. Soccer Coaching Initiatives but the AGM was in the previous Feb and people were surprised by the announcement. Just saying.
