We were given the guidance that the tourney will happen:

....the tournament will be played regardless of whatever rumors you are hearing related to COVID. They received a waiver from the Governor's office specifically for this event and next weekends boys event.

I’m not the PP but we were also informed that the U13/14 Tournament was canceled due to rain. If anyone lied, it’s either the folks at Carsin’s Run or BSC.
