The department said it would participate in support of Trump.

If so, then it would have been suppressed under the previous president which does not make sense. Unless you think all of his illegal activity took place after Jan 2017. Even during most of 2017 the DOJ was not composed of people sympathetic to the POTUS and that is an understatement.
