Personal liability insurance
Mandatory training/licensure
Revoke licenses for criminal history

Always always always a background check
Always a long wait period
Fines and penalties for irresponsible ownership

High volume ammo sales refused and reported

We will keep the 2nd amendment? Because I'd be all for enforcing the whole well regulated militia thing or simply getting rid of it instead.
