Charges against any gun owners whose gun is used to commit a crime and accidental shootings are a crime
Personal liability insurance
Mandatory training/licensure
Revoke licenses for criminal history
Required storage rules
Always always always a background check
Always a long wait period
Fines and penalties for irresponsible ownership

High volume ammo sales refused and reported
