Have not read all the responses. But I don't generally feel the need to discipline other people's children. Now that my children are old enough to speak and express their emotions well, if someone is squirting them or splashing them or doing something else to upset them I encourage them to tell the offending child directly. Something along the lines of "Stop, I don't like that!" It has actually been pretty effective because my kids are dramatic enough so that usually their shrieking draws enough stares to embarrass the offender.
If someone were squirting me, or if my child was too young to defend himself, then yes, I'd say something.
