Well, here's the thing - the DNI isn't an action arm of US intelligence. It's a coordination and policy arm. Avril Haines was a good pick for that role.

I don't know exactly what role is envisioned for Gabbard. I don't think John Ratcliffe is going to want to play second fiddle to her so the idea that was floated during the first Trump Administration that the DNI would sort of super chief over all the other agencies doesn't seem to be in the works.

Democrats aren’t throwing tantrums. Trump is embarrassing himself, though. This is a historically bad Cabinet, and their failures are going to directly reflect on him. If this is the way he wants to go out; so be it.
