The question is who is actually making decisions. That is what was meant by calling the shots. If the decisions are being made by someone other than the president, that is a big problem.

Biden can most certainly be a room with advisors and make decisions.

You might want to reflect upon who is filling Trump with bad ideas. Bannon’s interview on abc right now is very telling. ICYMI: a thin-skinned leader who has been told retribution should be the foundation of his platform is very problematic. JFC.

Whether you like Trump or not, there is no doubt that he is the person in charge of whatever room he is in. Every decision made on his watch was either made or approved by Trump himself, or by somebody to whom he delegated, which Trump could explain and defend if asked.
With Biden, he has no clue what is going on, and the voters do not really know who they are voting for.
