This is how Jim Crow and every other “states rights” repression worked. The laws never literally said no Blacks can vote, they created poll taxes, literacy tests, interpret the Constitution tests, etc. with the local clerk as the compliance judge knowing that every county would install racist clerks who would deny Black voters. “States Rights” states only give discretionary authority to local officials when the bigots control the patronage system for appointing local officials. |
