Its economic concentration, rich people target something that then puts it out of reach of poorer people which then super chargers the desirability once it is void of undesiarables. But left or right no one really wants to be bedfellows with poor people and exposed to their problems. Most of the people who claim to are poorer themselves and want the inverse of being exposed to affluent solutions. Redistrict all you want, you are really only hurting the people who stretched to buy in a given area and helping a few who didn't that will then find their home is now more desirable. They will eventually sell as nice things aren't held in weak hands and then the affluence will concentrate to the new preference starting the cycle anew. You can't make people with more options chose yours.

Its a mathematic certainty that there will always be more net losers than winners in a transaction based system like capitalism. Don't let globalism fool you since many of our worst losers are out of sight overseas and the rest are given dehumanizing labels like "illegals". There are still lots of losers out there and we are all fighting to get our kids on winning teams. When people with the most choices all tend to make similar choices you get economic concentration. Funny part is the ones of you who pretend you wouldn't while yelling the grapes are sour all while fighting tooth and nail for magnet programs (to raise your kids peer group) and Enrichment (same) so they can get to a "better" college which is all leaves off the same tree.

Kids are stupid and haven't learned to keep from rubbing societal issues in the faces of the people who have to deal with them, but lets not pretend that these rankings are not based on realities and outcomes. It all comes down to if there will ever be a fair enough way to pick winners and losers that is accepted by the losers that doesn't allow the winners to preposition their kids with a better chance to win too. Unless we are planning on resetting privilege every generation which nobody really wants, well not the people with options.
