The people who are trying to stay in the letter of the law use gifting - you buy something legal and get marijuana free as a gift alongside.
And then there's lots of people not bothering with the letter of the law stuff. |

Yeah, there is a store on New Jersey Ave. called The Garden that "sells" succulents and other little odds and ends and then you get a "free" cannabis gift with your purchase. It's not a back room situation, I imagine while they might be flagrantly exploiting a loop hole, their model isn't technically illegal. |
| Just do Joint Delivery. Google their website. It’s super easy and they will deliver anywhere in DC or even meet you outside curbside if you want. It’s very quick just a check of ID and they are always running great specials. Customer service is really great IMO. The way it is done is that you buy an accessory (pen, pipe, etc,) and you get the weed for free. |
I've gone into two head shops in DC and asked "Do any of your products come with free gifts today?" They'll tell you vaguely what the free gifts are. It's not like in Colorado where they'll talk for minutes about genetics, effects, dosing, etc. One place sells overpriced comic books, among other things. The other place sells one minute of life coaching. |

They "Sell" things like sunglasses, bracelets, digital photos.
So when you "order", you say I would like 4 bracelets (that cost 50 bucks each) and as a "gift" you get your weed. Some don't even play the game and just straight up take orders. No one cares, there are real problems to address. |

For delivery, I doubt they care whose address you give. They just want the business. It's legal. The cops care as much as they care about ubereats. |

But this whole “gift” thing does not follow the spirit of the law:

| My doctor wants me to try marijuana for my anxiety. I have severe PTSD with panic. She said she would write me a prescription but that it would be useless because there are no dispensaries in Virginia. I am one of the few (apparently) people who have literally never tried marijuana. I would have no idea where to go, what to buy, etc. I’m hoping Virginia quickly moves from decriminalization to legalization. People like me would pump a lot of money into the economy. I would much rather use a plant that we know is safe over the drugs I take now. |
