What is the reason to believe that this is true? He had casually floated using nuclear weapons during his first term, and raised concerns that he didn't really understand the ramifications of such an action (against North Korea back then). He was talked out of it by the saner members of his cabinet. He has clearly become more deranged since his last term, and objectively has lost whatever inhibitions he had back then. There are no sane members in this cabinet that will act as a check against him, and they have removed people from the military command that would have acted as a check.

So, my question to you is why you have confidence that Trump will not use nukes.

The truly worrying part is whether he still has the cognitive stability to know his TACO routine. Anything can happen tonight. He may order it, and it happens. He may order it, and the guardrails are in place to sideline him. Or he may TACO based on an imaginary conversation.
