110 to 120% and now loopholes to build more.

Balancing act would have been to decrease limit to 110% and then provide loophole to build this one project. That's give and take.

Simply keep building when schools are at 120% is not balancing.

It's balancing. It's not a balance you like, it's not where you would balance it, but it's balancing.

What was exactly balanced here? Only one thing happened here. Over crowded school became more over crowded. Not sure if you understand what balance means.

If you live in the city then feel free to vote against these people. I live in the city and will vote for them and expect them to be re-elected. County residents should petition the school board (which is based in the city of Rockville by the way) to fix the overcrowding. Those are their representatives. Since they cannot vote for the council their opinions matter about as much as a Californian to Ted Cruz.
