I think the main reason why a lot of people forget is because of automatic headlights. It doesn't even register for them to think "do I need to turn my lights on?"
(On a related note, I know two people who were pulled over in rental cars for driving without their headlights on after dark because they were so used to automatic headlights.)

I agree OP. The amount of cars I see driving in the rain without headlights on amazes me, especially the newer ones.

Why don't they just leave their lights on permanently? Even my 2004 car has the option for permanent headlights that automatically turn off when I turn off my engine.

If you're in a well-lit area with a lot of lights from other sources (streetlights, businesses, other cars), you might not notice your own lights are not on.

Even more reason to just leave it on permanently.

Most suburban residential areas aren't that well lit. I live in one. It gets quite dark.

It’s the law in Virginia, too, and daytime running lights don’t count. Regular lights need to be on.

I don't understand how this isn't automatic for people - I learned to do this when I was first learning to drive, nearly 25 years ago. Regular lights don't turn on your rear lights. And so many people had ALL of them off on 495 today, which makes merging in dark, dreary, downpours and splashing... quite dangerous. I don't get how people are so monumentally stupid.

Wow do you drive from Pennsylvania to DC Metro area for work? I know some people do that commute but it seems horrendous.
