That is more likely.

She wasn't in Congress at the time the appropriations took place. There would never be a reason for her to claim it, and she never has. It was an outright lie.

What she did do was sponsor legislation to name the building in honor of fallen officers of the law. But that isn't what Kelly claimed she did.

Shouldn't she be praised by the right for honoring the men in blue?
