Why hasn't Virginia adopted Common Core Standards?

Virginia cannot simply "adopt" a standard curriculum. It either has to be legislated by the General Assembly, or it has to be adopted by the State BOE after a complicated proceeding instituted by the state Supt of Public Instruction, who reports to the State BOE.
