He sees op, too, and maybe he goes to her house when he knows she's gone. He swipes her toothbrush in the toilet and goes back to his spot. When op later brushes her teeth and it tastes like toilet water, she'll never suspect dinstinctive car guy because he was at a vacant lot the whole time she was gone. Maybe he is smoking pot. My husband drives one street over and parks his car there for hours. He just sits in his car and smokes, mostly when it’s too hot/too cold/rainy, but sometimes when he just wants to get away from the kids.
