The kid founded a club - environmental club. Assume he’s president?

From our private, this kid would get into Vandy ED.

I think it would be helpful for those giving this poster advice to identify if they have experience in public high schools or private high schools. The outcomes are different for this GPA in both. It’s not transferable advice.

The original poster should be mindful that a lot of the advice here may not be relevant to her circumstances. The best data is your school’s data. What people here say is often irrelevant as I have seen with my own kids experiences from a private school.

from our school, the one kid who got into Rice was nowhere close to valedictorian level. lol.

The OP said: "good reach schools? DC does not like large universities in general, a medium/small size university or a LAC would work. Undecided major potentially premed. Unhooked full pay."

I personally would ED1 at WashU or Emory, then ED2 further down.

I do, Emory was in the T20, a few years ago. The methodology changed since.

There are a bunch of wilderness first aid programs at various colleges so if he’s able to get certified in that, it would be a natural thing to join once he arrives on campus. And a good thing to talk about in essays.

Various Virginia REI stores offer weekend wilderness first aid certification.
