Well, if you've been in these parts for long (USA) a majority of both women and men understood it to mean that he grabbed those pussies without asking first. California is ranked 40th.

California has the highest illegal pop @ 1.9 and NY has the lowest @ 600K. CA has a significantly larger amount of kids to educate with EASL as does Texas and Florida. The reason blue states are doing better is because they pay an astronomical amount in property taxes to cover the funds locally. Education is already heavily controlled by the states.

Anyone with a kid with an IEP better be good at keeping records and adjusting your expectations. If you move from state to state the rules will be different. If the state budget changes, your kid's services may decrease. Fun times.
