Wouldn’t the Bush/Rice affair have much bigger impact if proven to be true? Clinton didn’t name his mistress as Secretary of State after all.

Smart attractive woman has no observable relationships for many decades. I can see why people might speculate, but they are grasping at straws. It seems like an awfully long time to maintain an affair with a married man. Surely someone like her would get an AP to make a choice or move on. Seems more like a "confirmed bachelor" situation.
