There is not one shred of evidence that Bush thought there were no WMDs. In fact he was told it was a slam dunk. Now you can say that he is stupid and should have known better but the lies and the made up stuff is not Bush or Powell or Rice. Powell went and looked at the evidence at the CIA and came away convinced. They were apparently wrong and may all be dumb but no they did not lie.
