And they're happy to take as many noncombatant Palestinians with them as they can to produce more involuntary "martyrs". They prefer that to releasing the hostages, a move which would motivate Israel to consider whether continuing to work towards the obliteration of Gaza remains necessary for Israeli security.

Practically none. It's their country. They can vote in different politicians if they want to. Their primary goal is national security, not evading military service. Most consider that their national security is best served by eliminating threats to their homeland, an entirely reasonable notion.
