Maybe because there is research that is in the public interest and it won't happen if there isn't government input? Maybe the private sector won't fund anything that is not applied. Basic research won't happen.

And a lot of gifts to universities are specifically given to support a specific issue/cause. It’s not a big slush fund.

I'm in academic science and more familiar with the Boston area schools. They will use their endowments to not loose the eminence in biomedical innovation. However, the schools with smaller endowments might go away or cancel grad ed. That's going to hurt a lot of welfare states.

They can only use endowment money for the intentions of the donors. they can't just reprogram endowments. I highly doubt you are in academic science, because you would know this to be the case.
