He's saying that Canada allows in fentanyl to the US, and the "RINOs" (because while they have been life long Rs, Trump only recently became a R) will get on board and not fight the tariffs against Canada to punish them for their perceived allowance of letting in fentanyl. The last sentence, however, makes it appear that he wants to legalize fentanyl so that he can put a tariff on it, which will make it "more costly to distribute and buy."
