The plane trackers are public info. It doesn’t track people. It tracks jets and flights. He isn’t stopping the information from being public, just keeping it off Twitter. It’s irrelevant to his justification and his lawsuit threat.

Sweeney did not post the real time location of this car, or any other car, on his Twitter account. His account has no car tracking information whatsoever. (And this assumes this incident actually happened, which it probably didn't).
