That's not really how it works. These officers have to follow existing guidelines from previous administrations until notified otherwise by superiors of a change in policy. What is strange is his neighbors say the 29 year old shooter has a 14 year old son. Is this really his son or a relative he just added to his list of children? Or is the shooter really 29? Is he really a person who worked with the CIA of could it be an older brother or cousin using his name?

I think that an important factor in this specific shooting is a military background. According to reviews of U.S. mass-shooting databases, roughly 25–36 % of mass-shooters had a history of military service or training. And I'm willing to bet that this individual had mental health problems. That's another common characteristic of most mass shooters.
